Emergency - tropical fish filter not working? - tropical fish filters

Please help, I changed 1 / 2 a tank of water in the reservoir, which nitrate was higher than ideal, and no matter what I do, my filter does not start. I did what my guru told me the fish in the sponge dipped up and down, everything turned off and on, but nothing works.

I fear that my fish are in the top of the tank and the water very cloudy.

If someone would really help is greatly appreciated.
